Answer: I'm not going to try in order to answer your question, but I would guess they do not easily cut hair. They are plastic scissors, intended for paper (and toddlers!). If you try hard enough, though, perhaps they would cut through a few strands of hair. If this is a concern, I would not give them to the child. -

Answer: I don't think they'd be able to cut clothes unless someone who had strong hands was intentionally trying to, and then they'd have to hack at the cloth for a while. These scissors are completely made of plastic. -
